Management Team

Roger S. Metz - Vice President, Chief Technology Officer and Director of Development
One of CoActiv’s first professional staff members, Roger Metz is an important part of the management team. He participates in both strategic planning and management of day-to-day activities. He was largely responsible for the rapid development of EXAM-PACS® and its success in the competitive world of digital medical imaging.

Prior to joining CoActiv, for 14 years Metz served in various executive positions at CoActiv’s sister company AMSYS, Inc. His most recent position at AMSYS was Senior Network Engineer and Director of Medical and Radiology Support Services.

Metz is a true "computer geek" who also enjoys fast cars, water skiing and mountain biking. A resident of Sandy Hook, CT, he attended Central Connecticut State University in New Britain, CT, where he majored in Computer Science.

Frank P. Baker - General Manager and Vice President of Sales and Business Development
As General Manager, Frank Baker is responsible for overseeing the day to day operations of the company and assisting the CEO in providing vision, leadership and guidance to the CoActiv staff.

In his role as the company's VP of Sales and Business Development, Baker manages the company's direct and indirect distribution channels. Baker was responsible for growing CoActiv's national footprint in 2012, adding nine independent companies to its reseller channel.

With a focus on technology systems and an extensive background in medical imaging, Baker is a seasoned management professional with a broad base of business experience spanning more than 30 years. He has had operations management duties, P&L responsibility and during his career, he has been highly successful in developing major accounts and managing both direct and indirect technical sales organizations.

Prior to joining CoActiv, Baker was Managing Partner and Principal Consultant for an independent consultancy specializing in design and implementation of sales strategies and tactics for technology companies, including Mitsubishi Electric Research Labs and business units of Siemens AG and Analogic Corporation.

From 2007 to 2010, Baker was Vice President of Channel Sales for eRAD, a web-based PACS and radiology solutions company. In that position, he managed dealer network relationships as well as channel sales initiatives.

Prior to that, Baker was Director of OEM Sales for seven years at TeraRecon, Inc., a major 3D imaging solution provider, where he was responsible for worldwide business development and sales to major medical imaging systems manufacturers.

Baker was a co-founder and Vice President of Sales at Augment Systems, an early provider of SAN systems for imaging applications. During his career, he also served as a medical lab technician at a military hospital and later as an USAFRES medic.

Frank Baker holds a bachelor’s degree in life sciences with postgraduate courses in marketing and data communications. He resides with his wife in Sharon, MA.

John S. McDougall - Vice President of Operations
John McDougall is responsible for management of CoActiv finance and operations, including purchasing and accounting. He also coordinates PACS, modality and medical equipment leasing with CoActiv’s financing partners.

Before joining CoActiv, since 1990, McDougall held management positions with AMSYS, Inc., sister company of CoActiv. Most recently at AMSYS, he served as the Vice President of Operations with responsibilities that included supervision of the AMSYS IT staff at Danbury Hospital from 1993 to 2002. His role in restructuring and training Danbury staff enabled the hospital to bring its IT desktop support in-house. While at AMSYS, John also worked with both marketing and technical staff to develop standard procedures to address the constantly changing IT environment.

Prior to this, McDougall served with the US Navy, where he retired as a Full Commander USNR-R. His background also includes positions as Contract and Site Manager for American Systems hospital management, Office Warehouse Manager for Snap-On Tools and Controller for American Computer Leasing.

McDougall graduated from the University of Notre Dame. He received an MBA from Western Connecticut State University Ancell School of Business and has numerous certificates and credits in finance and financial planning.

Geoffrey Langdon - Vice President of IT, Data Systems Security
Geoff Langdon is responsible for developing and maintaining CoActiv’s PACS and IT infrastructure with an emphasis on security, reliability, performance and scalability. He works closely with the CTO to keep the company in the forefront of technological innovation.

Langdon’s 40+ year engineering and IT career has focused on designing and producing reliable, state-of-the-art technology. He joined CoActiv sister company AMSYS, Inc. in 1994, serving in various technical, engineering and business management capacities. Most recently, he was Executive Vice-President and Senior Technical Engineer.

Prior to joining AMSYS, for more than 10 years, he was Engineering and Technology Manager for the North American Philips Professional Audio and Broadcast division. For 10 years, he held a similar position with Siemens / Neve, developing, marketing and supporting professional electronic and communication products. In the mid-1980s at the dawn of PC-based business computing, Mr. Langdon implemented a remarkably stable and reliable Novell network for Siemens / Neve.

During that period, as Chairman of the ANSI / AES standards committee on professional audio, Langdon helped usher in the age of digital audio in both the professional and consumer arenas. Recognized for his efforts and impact on the industry, he was named a Fellow of the Audio Engineering Society.

Langdon graduated from the University of Florida, with a double major in Electrical Engineering and Broadcast Production / Journalism. At the University, Langdon’s talents and experience drew the attention of the United States Marine Band, "The President's Own", and he was appointed Chief Engineer of Recording and Technology. During his tour with the Band, he was responsible for all facets of technical facilities design, construction and operations, including providing recording and audio services for concerts at the White House.

Trained in Information Security by ex-National Security Agency staff, Langdon has developed an expertise in designing and implementing business data systems that are robust and secure, yet-cost effective and eminently approachable by the "non-geek" businessperson.

Charles D. O’Neill - Vice President, Customer Operations
Charles O’Neill is responsible for the management of CoActiv customer operations, including PACS, RIS and IT installation, maintenance, training and support.

Before joining CoActiv in 2003, O’Neill served in various management and client consulting positions at AMSYS, Inc., sister company of CoActiv. As consulting Director of Information Technology for Advanced Radiology Consultants, he redesigned the practice’s WAN and LAN to integrate RIS, PACS, dictation and voice network systems. Advanced Radiology Consultants is a large radiology practice with sites throughout Southern Connecticut.

While at AMSYS, O’Neill also served for several years as a consulting Manager of Desktop Services for Danbury Hospital in Danbury, CT where he was responsible for the main hospital campus and six off-site locations.

Prior to joining AMSYS in 1996, O'Neill was Marketing Manager for Inset Systems of Brookfield, CT, a premiere graphics conversion and utility company. He also was also responsible for vendor training and educational materials.

O'Neill is a graduate of Fairfield University, Fairfield, CT. He also attended Université Laval, Quebec, Canada, for post-graduate education.

Douglas C. Hayes – Director of Sales, West
Doug Hayes is responsible for direct and indirect sales in the Western states, including Alaska and Hawaii, for the complete CoActiv PACS, RIS, cloud-based storage and related digital imaging product line. In addition to working with hospitals and imaging centers of all sizes, he is responsible for managing distributors for the CoActiv line in these areas.

Hayes brings to CoActiv more than 25 years of executive sales experience in healthcare technology with key industry leaders that include TeraRecon, Baxter, 3M HealthCare, and Smiths Medical as well as a range of start-up medical companies. Hayes’ management background includes the successful development of direct and indirect sales teams, forging key GPO and customer alliances and creation and implementation of effective sales and marketing strategies. He has played a leading role in the introduction of a number of innovative technologies in the medical imaging sector.

Recently, he was Western Regional Manager for Visage Imaging, a specialty PACS and RIS vendor, where he helped launch its thin client PACS solution. In the early days of advanced visualization, Hayes was the original sales executive for TeraRecon, Inc. As Western Zone Manager, he and his sales team established the TeraRecon brand in the Western U.S.

Hayes holds a Bachelor of Science Degree from Northeastern University. He and his wife have one daughter and reside in Newport Beach, CA.

C. David Cosgrove - PACS/RIS Product Manager
Dave Cosgrove is responsible for product development and refinement, documentation, training, competitive intelligence and global marketing and sales for CoActiv’s multi-faceted PACS and RIS line. He brings to the position a broad-based leadership background in RIS/PACS management and computer systems design, implementation and support in a variety of settings. He is a Licensed Radiologic Technologist with broad experience in general radiography, computer tomography, mammography, sonography, and magnetic resonance imaging and special procedures.

Prior to joining CoActiv, Cosgrove was RIS/PACS manager for Putnam Hospital Center in Putnam, N.Y. In that position, he managed and maintained all radiology IT systems, including a CoActiv EXAM-PACS interfaced with a Siemens RIS. At Putnam, he also was responsible for managing the selection and installation of several major imaging modalities and IT systems.

Before joining Putnam Hospital, Cosgrove was a Mobile Radiographer at Diagnostic Health Systems in Lakewood, N.J., where he served patients at multiple facilities, gaining a broad exposure to various paradigms of imaging workflow management.

During his career, Cosgrove also has been a RIS Manager at Community General Hospital in Harris, N.Y. and also held a position as a specialized technologist with a focus on early IT initiatives at Robert Wood Johnson University Hospital in New Brunswick, N.J. He began his career in electronic device maintenance in the U.S. Army and has also been an independent computer consultant. Cosgrove resides with his wife and four children in Newburgh, N.Y.

Molly J. McDougall - Marketing Manager
Molly McDougall is responsible for CoActiv's marketing, advertising and trade show activities. These include copy preparation, advertising, product literature, website content and press releases. Prior to joining CoActiv, she worked in claims and customer relations at Sentry Insurance. McDougall graduated from the University of Notre Dame's Mendoza College of Business with a bachelor's degree in marketing. She resides with her husband in New Milford, CT.
